What counties are in Area II Plumbers JATC?
Area II includes 3 different geographical areas:
1. Benton, Linn, Marion, Polk and the South Half of Yamhill Counties
2. Lincoln County
3. Gillian, Hood River, Sherman and Wasco Counties
What are the Minimum Requirements to be Eligible for Apprenticeship?
- Applicants must be at least 18 years of age
- Applicants must provide documentation proving they have graduated high school or that they have been awarded a GED
- Applicants must have one year of high school algebra or integrated math 2 with an average yearly grade of “C” or better. A college algebra course that meets or exceeds high school algebra, with a grade of “C” or better may be substituted for high school algebra. A college math placement test which indicated placement in class Math 60 or higher may also be substituted for high school algebra.
How often does the Apprenticeship open for new apprentices- Open Enrollment?
Area II will hold Open Enrollment when
1.When there are no apprentices on the out of work list.
AND
2.The Ranked Pool of Eligibles falls below the number indicated by the color border on the Ranked Pool of Eligibles.
I have a copy of my High School Diploma at home, will that work?
Yes however, if your transcripts list your graduation date the diploma is not needed. Transcript is required.
Do high school and college transcripts need to be sealed?
No, transcripts do not need to be official. However, they do need to be complete.
What can I do while I am waiting for an opening?
Everything submitted with your application generates points, the more points you have, the higher you place on the Ranked Pool of Eligibles. The higher you place on the Ranked pool of Eligibles, the more likely you are to be selected by a Training agent and be registered into the apprenticeship after Open Enrollment.
What can you do to increase your points? Consider taking college courses in blue print reading, algebra, geometry, industrial arts, drafting, and/or graphic design/art. Get/renew (as needed) your First Aid Certification. Work for a plumber or construction company as a laborer, or any position you legally qualify for. You may also consider volunteer work in the construction/plumbing industry.
What will I need to bring with me when I apply?

Education
- Highschool and/or College Transcripts(official/sealed Transcripts are not required)
- Highschool and/or College Diploma
- If Highschool transcript list Graduated/ date of graduation/ or type of diploma received this can be accepted in place of a diploma.
- ~or~ GED(Highschool Transcripts still required with GED, if Highschool transcripts are not available or do not meet the math requirement, and you have not taken college Algebra and passed with at least a “C”, you will need to take the college placement exam and score at least a 6o in math).
Math Requirements
- Algebra I, or Integrated Math II with at least a “C” average.
- College Algebra with at least a “C” average may be used instead of High School Algebra I
- If you did not take and/or pass Algebra I, or Integrated Math II with at least a “C” average in high school, or have not taken and passed college Algebra with at least a C, you will need to take a college placement test and score at least a 60 in math. Your local Community College will be able to assist you with this.
Legal Identification
- State issued Driver’s License (most Training Agents require their employees to maintain a Driver’s License and a good driving record.
- ~or~ State issued ID card
- ~or~ Passport
Work History
- Resume and Supporting Documents- Verified work history is worth points.
- Paystubs or W-2s as proof of employment.
- Letter on company letterhead listing time/length of employment and basic duties.
Other
- First Aid Certificate / CPR Certificate (Optional, but does give you points)
What happens after my application has been accepted and I have been ranked?
You are placed on the pool of eligibles. When all current active apprentices are working, applicants on the ranked pool of eligibles list will be registered according to our policies and procedures.
What is the Ranked Pool of Eligibles?
The Ranked Pool of Eligibles is the list of applicants, in ranked order, waiting to be registered into the apprenticeship.
The Ranked Pool of Eligibles, per Area II Plumbers JATC Standards, may not be accessed until all active apprentices currently on the out of work list are working.

Can I start my on-the-job training while still on the Ranked Pool of Eligibles?
No, only registered Apprentices may track On the Job Training hours. Plumbing is a licensed trade; therefore. all Apprentices and Journymen must carry an active licensed in order to work in the trade. Applicants do not receive a license until they are registered with BOLI through Area II Plumbers JATC.
Will you contact me when I am at the top of the Ranked Pool of Eligibles list?
Area II Plumbers JATC staff will act in accordance with the Policies and Procedures regarding placement and contact you accordingly. Training Agents may contact you for an interview. It is the Applicants responsibility to inform Area II Plumbers JATC of any contacts, appointments, job offers by Area II Plumbers JATC Training Agents.
Can I find my own Training Agent while I am on the Ranked Pool of Eligibles list?
Applicants may not work as an Apprentice until they are registered with Area II Plumbers JATC. Applicants may work as a laborer, or other non-plumbing related jobs, for a registered Area II Plumbers JATC Training Agent.
I want to become an apprentice, but the plumbing business I work for is not a Training Agent with Area II Plumbers JATC.
Applicants who work for a plumbing company that is not an Area II Plumbers JATC registered Training Agent have options:
- The employer may contact Area II Plumbers JATC and request to be registered as a Training agent.
- If you have been employed with this employer for atleast 300 hours they can immediately take you as an Apprentice, even outside of Open Enrollment.
- If your employer does not qualify you will need to move on to the next option
- Contact a registered Training Agent with Area II Plumbers JATC and request an employment interview.
Apprentices registered with Area II Plumbers JATC may only work for registered Area II Plumbers JATC Training Agents.
I found a plumber that wants to indenture me, but I have not worked with them in any capacity, can I still become an apprentice?
Immediatly? (no) Is your employer currently an Area II Plumbers JATC approved Training Agent (or have they been in the last two years)? If so, you will need to apply for our apprenticeship program during an opening. To determine if we are currently having an opening, please check our rolling announcements on the Home page or go directly to our Announcements page.
If your employer has not been an approved training agent with Area II Plumbers JATC in the last two years AND you have worked for them (in any legal capacity) for a minimum of 300 hours AND you meet our minimum qualifications, then the following Exception clause of our standards would apply: …the employer may select apprentices from those employees who have been on the employer’s payroll for at least three months (300 paid work hours) prior to the employer’s application for an apprentice, provided the employees meet the minimum qualifications.
Apprenticeship
How long is Area II Plumbers JATC Plumbing Apprenticeship Program?
Typically, from start to finish, the program takes approximately four (4) years. As Area II Plumbers JATC related training classes are through Chemeketa Community College, and follow a standard school year; Apprentices who join the program after the close of registration for the school year will not be able to register until the following year. Because of this, Apprentices in this situation may take closer to five (5) years to complete the program.
What is a Training Agent?
A Training Agent is a company who employ Licensed Oregon Journeyman Plumbers, meet all requirements, and are registered with Area II Plumbers JATC and BOLI (Bureau of Labor and Industries) as a Training Agent. Area II Apprentices may only work for Training Agents who are registered with Area II Plumbers JATC.
Do I have to pay for school?
Yes. As an Area II Plumbers JATC Plumbing Apprentice, you are required to pay for your schooling (Related Training). If you are a veteran, you may qualify for the GI Bill.
What do I do if i have a change in employment status?
On our Forms Page complete and submit the Change of Employment Status Form within 24 hours of the change. Complete and submit this form if:
- You were laid off
- You resigned
- You were terminated
- You have been advised by a new Training agent that they wish to hire you.
I am a current active apprentice and I need more MWPRs – How do I get some?
Area II Plumbers JATC provides each Apprentice with an MWPR via email. These forms are to be used until the Apprentice is provided with an updated form by Area II Plumbers JATC. Area II Plumbers JATC will provide updated MWPR when there is a change such a: contact information, period, year, or Training Agent. Notify Area II Plumbers JATC of all changes within 24 hours and an updated MWPR will be provided. For a replecement copy email Area II Plumbers JATC with a request.
I am a current active apprentice, how do I apply for phased supervision?
Phased supervision is applied for by the Training agent. Speak to your Training Agent, if they feel you are qualified, and you meet all requirements, they can contact Area II Plumbers JATC and request the appropriate form.
I am a current active apprentice – Where can I get the class schedule for this term?
Chemeketa Community College provides class schedules via email to all students prior to the start of each semester. Contact Chemeketa Community College Apprenticeship Office for additional information.
Veteran
I am a veteran. What do I need to enter into your program?
Along with the standard requirements listed under the Plumbing Apprenticeship Openings-Open Enrollment section, veterans must provide a DD-214 showing a released date within the last 24 months(this includes release from reserve duty).
How do I use my GI Bill toward my apprenticeship?
Veterans who are registered Apprentices with Area II Plumbers JATC, and working for and Area II Plumbers JATC registered Training agent, will need to fill out forms, at the Area II Plumbers JATC office in order to participate in the GI Bill benefits. For more information visit the GI Bill website.
Out-of-State or Out-of-Area Applicants
With all of my out-of-state experience, will I be able to advance in the program so that I can take the Journeyman Exam as soon as possible?
If, once you have been registered as an apprentice, you meet the qualifications as outlined in the policies and procedures, and provide the required documentation as outlined in the policies and procedures, you may be advanced.
I am currently a plumbing apprentice in another area of Oregon and I am moving to Area II. How do I transfer my apprenticeship?
To request a transfer from another Area to Area II Plumbers JATC:
- Request, complete, and submit the Area II Plumbers JATC application.
- Submit all requirements listed under the Plumbing Apprenticeship Openings- Open Enrollment section with the application.
- Schedule an appointment with Area II Plumbers JATC staff to sign registration paperwork.
- Area II Plumbers JATC will request a “Letter of Good Standing” from your current Area- this is a requirement, Apprentices not in good standing with their current Area will not be eligible for transfer.
I am a master plumber from another state. Do I have to complete the apprenticeship?
If you are not from a state that has a reciprocal agreement with Oregon, then you have no alternative but to wait for an opening and apply for apprenticeship. You may contact Oregon Building Codes Division or Oregon Bureau of Labor and Industries(BOLI) to determine your rights and appeals process.
It is recommended to provide any proof of OJT or Related Training when you contact either Oregon Building Codes Division or Oregon Bureau of Labor and Industries. In addition if you are required to complete an Oregon Apprenticeship program this information should also be provided to the Apprenticeship program so that the Committee may review and grant you any eligible credit upon registration.
But, I have been working in the plumbing trade for 20+ years in another state and all state of oregon officials are telling me I have to complete an Oregon Apprenticeship before I can take the exam? Is there anything about this that is in my favor?
Yes. Due to your extensive experience (if able to provide documentation), you will most likely rank among the highest on the ranked pool of eligibles list.
In addition, the committee may review and grant you any eligible credit, upon registration, of OJT or Related Training – with provided proof.
ReRates
What is a Re-rate, and how do i qualify for a Re-rate?
Re-rates are done twice a year during the months of February and July. To see required hours for each period see current wage scale at home page.
Rerates are strictly governed by the Policies & Procedures for Area II Plumbers JATC. An apprentice in good standing, who meet all requirements, will receive a re-rate during the appointed re-rate periods. Requirements include: obtaining 800 On-the-Job training hours since the last re-rate, employer recommendation of re-rate, minimum grade of C in related training, and in good standing (not on disciplinary probation, or on disciplinary/voluntary suspension).
Referral to Take the Journeyman Exam
I have finished school and I think I have accrued the OJT hours required to be referred to take the exam. Do I contact the Administrator?
Area II Plumbers JATC Administrator tracks all Apprentice’s progress monthly, and will update Apprentices regularly throughout their Apprenticeship of their progress and where they may need to make adjustments. Therefore, it is not necessary to contact the administrator unless you wish to be added to the agenda to show cause why you belive you have met the minimum requirements.
Area II Plumbers JATC Administrator will contact Apprentices who are approaching requirements for referral to notify the Apprentice of requirements that will need to be submitted to Area II Plumbers JATC in order for the Apprentice to be placed on the Committee Meeting Agenda for referral. If an Apprentice is referred by the Committee to take the exam, the administrator will notify the Apprentice by mail and/or email.
I have been referred to take the exam, do I have to continue to submit my MWPRs every month?
Yes. Until you pass the exam, you are still an active apprentice and MUST submit your monthly reports.
I have been referred to take the exam, do I have to continue to go to school?
After being referred for the State Plumber’s License Exam,the apprentice must pass the exam within one year.
However until such time comes and the exam exam has been passed, the apprentice will be required to complete the spring code review course.
What do i do when i pass my Journeyman Exam?
Provide Area II Plumbers JATCwith a copy of your exam results, or your Journeyman Plumbing License, as soon as possible. Area II Plumbers JATC Committee will then complete you at the next scheduled meeting.
Until you provide proof of Journeyman Plumbers License, and are completed by the Committee, you are an Apprentice, and therefore bound by the agreement you signed.
